The site_store_pro_store.css file is ONLY attached to the /store/default.asp page. It formats the featured items and special (sale) items display areas on /store/default.asp.

The featured item display must be turned on in web-based admin under Store Setup > Store URL (Website Address) & Default Page Configuration for the section to appear on the store.
